Escalating of export and perfection of its structure due to the release of products of high quality, being in demand in world markets, science intensive, resource-saving and ecologically clean production is defined as one of the priority directions for development of national economy by the President of the Republic of Belarus and the Program for social and economic development of the Republic of Belarus for 2006 – 2010.

The improvement of national goods and services quality has primary importance for providing promotion of Belarusian manufacturers’ products to foreign markets, for our country integration into the world economy. Escalating of export volumes is possible only with increasing the release of competitive products and extension of its nomenclature.

The Governmental program «The Quality» for 2007 – 2010 (hereinafter – the Governmental program) was developed according to the point 11 of the Plan of actions for implementation of the President of the Republic of Belarus missions of May 5, 2006 at the meeting with the staff of the Council of Ministers and in his Annual Address to the Belarusian People and the National Assembly of the Republic of Belarus approved by the Resolution of the Council of Ministers of the Republic of Belarus of June 2, 2006 No 695 (The National register of legal acts of the Republic of Belarus, 2006, No 89, 5/22393).

AIM AND TASKS OF THE GOVERTNMENTAL PROGRAMME

The main aim of the Governmental programme providing the implementation of the state policies in the field of quality is a creation of conditions promoting generation of highly competitive domestic goods, further saturation of the consumer market with high-quality safe energy-efficient products, introduction in industrial production of modern methods and quality management forms, environment enhancement, economy of material and power resources. The governmental management in the field of quality in the Republic of Belarus is carried out on the basis of rational combination of the legal, economic and organizational and administrative actions providing improvement of products quality and competitiveness.

The main tasks of the Governmental programme are:

• Implementation in practice of normative legal acts and technical normative legal acts in the field of technical regulation and standardization (hereinafter – TNLA);
• Certification of products, quality management systems, environment management systems with the aim of their conformity attestation to governmental and international requirements;
• Providing the introduction of resource saving and energy efficient technologies at the enterprises of the Republic of Belarus;
• Stimulation of new kinds of competitive goods creation;
• Development of technical regulation and standardization including in the field of resource and energy saving;
• Improvement of education system and professional training in the field of quality;
• Perfection of forms and methods of quality management at all levels of management;
• Development of the conformity attestation system of products, services, management systems, personnel taking into account the international requirements;
• Creation of TNLA providing functioning of the system for conformity accreditation and attestation;
• Perfection of information support in the field of quality and competitiveness;
• Promotion of propagation in the field of quality management in all fields of activity.

The Governmental programme determines the main directions of activity of the republican public authorities, other governmental institutions subordinated to the Government of the Republic of Belarus, subjects of management of all patterns of ownership in the field of quality and competitiveness improvement of domestic products with a view of increasing export and satisfaction of consumer inquiries.

The implementation of actions of the Governmental programme financed from the republican budget is carried out on the basis of contracts concluded by executives with the governmental customer of the program - the State Committee for Standardization of the Republic of Belarus.
