In the complex of works realized by Gosstandart and other organizations in the field of energy saving particular attention is given to the development of normative base.

At present in the Republic more than 200 governmental standards are in force which specify both organizational and technical requirements within energy efficiency and the requirements to the concrete categories of products with regard to the index of energy efficiency, methods for its evaluation as well as the measuring means of thermal and electrical energy rate and other types of resources.

For implementation of objectives and tasks defined by the Directive No. 3 of the President of the Republic of Belarus “Economy and thriftiness are the main factors for the state economic security” the Program for development of the system of technical regulation, standardization and conformity attestation within energy efficiency approved by the Regulation No.1122 of 31.08.2007 of the Council of Ministers of the Republic of Belarus (in version of the Regulation No.2005 of 22.12.2008 of the Council of Ministers of the Republic of Belarus) has been drawn up and is realized.

This Program envisages development of 129 technical normative legal acts for petroleum fuel, fuel made of local recourses, internal combustion engines, heat-generating equipment, electrical appliances and provision of information for customers on their energy efficiency, for heat-insulating materials, thermal protection of buildings and constructions, small power systems, means for accounting, etc. The requirements of the governmental standards are directed at harmonization with International and European standards and EU Directives.

There were scheduled works for assurance of conformity assessment for energy-consuming products, for creation and improvement of national standards and units of values, methods of testing and control, measuring techniques and reference equipment with the view of improvement of accuracy and reliability of state accounting of fuel and power recourses. A number of actions on advertising the matters of fuel and power recourses economy and thriftiness are provided.

Realization of the Program shall allow to ensure growth in efficiency of use of energetic sector potential of the country both for the benefit of satisfaction of the economical needs and the population; to involve into economic circulation of new types of fuels, secondary energy recourses, alternative and renewable energy sources; to improve the organizational and technical level in construction by decreasing energy-output ratio, to reduce environmental load; to increase energy efficiency, safety and competitiveness of products (processes, services); to create conditions for purchasing by consumers and use of the most economical appliances as well as implementation of obligatory assessment of energy efficiency of household electrical appliances within the National System of Conformity Attestation.

It should be noted that the actions on assurance of recourse and energy saving in different industrial sectors are also provided by the Governmental Program “Quality” for 2007-2010.
