According to the Law of the Republic of Belarus «On Ensuring the Uniformity of Measurements» the technical basis of the system for providing uniformity of measurements are the standards of units of physical values - the measuring means intended for reproduction and/or storage of unit with the aim of its size transfer to other measuring devices that are applied in the economy of the Republic of Belarus.

The National reference standards base is the integral attribute of statehood, property of all the country. Availability of the National reference standards base is legislatively allocated element of the state structure of the majority of industrially developed countries. Its basic purpose is to increase the competitiveness of domestic manufacturers’ products due to increasing the accuracy and reliability of measurement results.

The governmental programme «Development and perfection of state service of universal time and reference frequencies of Belarus» for 2007-2010 approved by the Resolution of the Council of Ministers of the Republic of Belarus of 29 March 2007 No 404 (PDF-файл, 560 kb)

This programme is drawn up with the aim of further development and perfection of state service of universal time and reference frequencies and it is approved by the Resolution of the Council of Ministers of the Republic of Belarus of 29 March, 2007 No 404. The time and frequency measurements are the most exact and widespread types of measurements and their results are used in various spheres of economy: energetics, defence, transport, medicine, industry, science, telecommunications. The state service of universal time and reference frequencies is the system of organizations united by continuous scientific and technical, metrological and organizational activities addressed for providing consumers of the Republic of Belarus with the information on exact time, providing of time and frequency measurement in units and time scales established for all the country and corresponding to the world norms. The units and time scales that are reproduced, stored and transferred by the national standard of time, frequencies and time scales of the Republic of Belarus are served as the technical basis for this purpose.

The peculiarity of current working conditions of state service of universal time and reference frequencies is the formation of time scale and reference frequencies of Belarus, their transfer to consumers by various communication channels, comparison with universal time scale and time scales of other countries, works on coordinate-and-time-support, cooperation on maintenance of uniformity of time and frequency measurement according to the Agreement signed by the Heads of the CIS countries governments in Bishkek in 1992.

The implementation of the governmental programme «Development and perfection of state service of universal time and reference frequencies of Belarus» for 2007-2010 will allow to provide uniformity of time and frequency measurements in Belarus, thereby promoting to improve the products quality, efficiency of production management and level of manufacturing processes automation, to rise efficiency of scientific research and development works, experiments and tests, to maintain the account reliability and to increase efficiency of disposal of material assets, energy resources, to improve efficiency of actions for disease prevention, diagnostics and treatment of illnesses, standardization and control of working and recreation conditions of people, environment protection, estimation and rational use of natural resources, to increase the level of automation of transport management and safety of traffic, to maintain high quality and reliability of communications, etc.
