State Product Cataloging System (SPCS) has been established in the Republic of Belarus and has been functioning since 1997. This system is an organizational ordered set of information technologies for collecting, processing and presenting information about products and their manufacturers, based on standard descriptions of the properties (characteristics) of these products.
The Resolution of the Council of Ministers of the Republic of Belarus of November 4, 2017 No. 833 “On the functioning of the State Product Cataloging System” is focused on improving this system.
The Resolution establishes the goals and objectives of the SPCS, corresponding to the modern development of the economy and society as a whole, specifies the organizational structure, the functions of the participants, the way of SPCS functioning and the principles of information services for users of the system.
General supervision and coordination of the work of the SPCS functioning is carried out by Gosstandart.
The operator is the Belarusian State Institute for Standardization and Certification (BelGISS) - the national institute for standardization.
The main objectives of SPCS are:
- ensuring the functioning of the state product catalog;
- providing reliable information on the nomenclature and features of products and their manufacturers to the state authorities and administrative bodies, enterprises and organizations
The SPCS functioning is necessary when solving such applied problems as organizing the production of goods, including import-substituting goods; improving the quality, technical level and competitiveness of domestic products; logistics planning in organizations; improvement of information support and optimization of procurement, including government procurement.
The main source of information for the formation of the SPCS databank is the product index sheet (PIS). Manufacturers, regardless of the form of ownership and departmental affiliation, immediately after decision making on serial production fill in the index sheets in accordance with TCP 35.1-2009 “State Product Cataloging System of the Republic of Belarus. The Rules for developing product index sheets” and send them to BelGISS for registration.
Following the results of cataloging and registration of products in the SPCS, the state product catalog is formed and published on the website www.gskp.by.
