State construction expertise of town-planning projects, design documentation (hereinafter – State Construction Expertise) is one of the main areas of state regulation in the field of architectural, town-planning and construction activities and is carried out “for adoption by customers”, developers of objective and reasonable decisions on the construction of objects in compliance with state priorities in the field of safety of construction objects.

During the state construction expertise the conformity of the object of state construction expertise with the requirements of normative legal acts, including technical normative legal acts, in the field of architectural, town-planning and construction activities, is being assessed.

State construction expertise is carried out in accordance with the Articles 75 – 77 of the Code of the Republic of Belarus on architectural, town-planning and construction activities, the Regulation on the procedure of the state construction expertise of town-planning projects, design documentation, approved by Resolution of the Council of Ministers of the Republic of Belarus No. 791 of September 30, 2016.

State construction expertise is carried out by the declarative principle on a fee basis by bodies of state construction expertise, which are subordinate to the State Committee for Standardization: the republican unitary enterprise “Glavgosstroyekspertiza” and its subsidiary republican unitary enterprises “Gosstroyekspertiza” in the regions and the city of Minsk (hereinafter – bodies of state construction expertise).

The republican unitary enterprise “Glavgosstroyexpertiza” is the authorized body for the implementation of methodological guidance of the activities of the bodies of state construction expertise and the implementor of the state construction expertise  in respect of:

• town-planning projects;
• design documentation;
• design documentation developed as a standard project in accordance with TCP 45-1.02-157-2009 “Design documentation for construction. Standard designing. Structure and development procedure” approved by the Ministry of Architecture and Construction.

Subsidiary republican unitary enterprises “Gosstroyexpertiza” for the regions and the city of Minsk in accordance with the territorial location of the construction object carry out the state construction expertise in respect of design documentation for major repairs of construction projects of 1^st to 5^th grade of complexity, design documentation of other types of construction projects of 2^nd to 5^th grade of complexity:

• at the estimated cost of construction as of the date of the beginning of the development of estimate documentation (estimates) up to 2.6 million rubles (without value added tax) in prices as of January 1, 2024 – when financing construction at the expense of the Republican budget and loans (including foreign loans) issued under the guarantee of the Government of the Republic of Belarus;
• at the estimated cost of construction as of the date of the beginning of the development of estimate documentation (estimates) up to 26 million rubles (without value added tax) in prices as of January 1, 2024 – when financing construction at the expense of other sources, except for those specified in the second paragraph of this clause.

State construction expertise is carried out by high level professionals who have obtained the relevant certificates of competence of the authorized body.

In order to increase the confidence of stakeholders, including state administration bodies, in the actions of experts, as well as technological improvement of activities and creation of a legal instrument to regulate the procedures for carrying out state construction expertise and subsequent evaluation of its results, the standards of the authorized body based on GOST ISO/IEC 17020-2013 were developed and adopted.

The authorized body received an accreditation certificate confirming that the inspection body meets the criteria of the National System for Accreditation of the Republic of Belarus and is accredited for compliance with the requirements of GOST ISO/IEC 17020-2013 as a body conducting Type C inspections. The republican unitary enterprise “Glavgosstroyexpertiza” is the first enterprise in the Republic of Belarus to receive the relevant accreditation certificate.
