All governmental standards are developed by technical committees for standardization (TC) or with their direct participation.
Technical committees are formed on the basis of representation and voluntary participation of interested subjects of technical norm-setting and standardization.
TCs are voluntary non-profit organizations. Currently, 46 technical committees are functioning in the Republic of Belarus.
Each of the TCs is responsible for a certain scope of standardization. Typically, it may include subcommittees for standardization.
Standardization is a consensus-based activity. It is carried out by all interested parties and in their interests, observing the principles of openness and transparency. Such opportunity, realized through the work in national TCs, developing technical policies in a particular scope of activity, is provided to everyone.
National TCs includes representatives of manufacturing enterprises, research institutes, educational institutions, public and business associations of Belarus.
Participation in the TC is free of charge. It is necessary to send an application letter to the secretariat of the relevant TC.
To create a new TC in a direction that is not covered yet by the existing TC, it is necessary to get acquainted with the basic rules for establishing and working procedure that are defined in the Resolution of Gosstandart of May 6, 2017 No. 34 “On approval of the provisions on the procedure for establishing and activities of technical committees forstandardization”,prepare and submit proposals, as well as a set of necessary documents to Gosstandart.
If it is planned to establish a TCS in the field of architectural, urban planning and construction activities (hereinafter - TCS), in this case it is necessary to get acquainted with the Resolution of the Gosstandart and the Ministry of Architecture and Construction of August 2, 2017 No. 64/24 “On approval of the provisions on the procedure for establishment and activities of technical committees for standardization in the field of architectural, urban planning and construction activities".
Proposals for establishing of a TCS in certain scope of activity with a justification for the need for their establishing are submitted by interested subjects of technical regulation and standardization to RUE “Stroytekhnorm”, following that they are considered and approved by the Gosstandart and the Ministry of Architecture and Construction.
