On April 17, 2022 the State Committee for Standardization of the Republic of Belarus celebrates its thirtieth anniversary.
This period of time, small by historical standards, is full of many undertakings and events that can testify: the system of Gosstandart has been established, its work is necessary for economy and society, and it has prospective of further development!
The start of the Committee's activity coincided with the formation of the national economy of the Republic of Belarus. Gosstandart was gaining its place in the economic and public life of the country in very difficult conditions, it was building a system for ensuring safety and quality of products and services, uniformity of measurements, supervision, and made great efforts to maintain production and technical and trade relations in the post-Soviet space and to promote export, was asserting itself at the international and regional levels.
The committee reacted quickly, but always in a balanced manner and in the interests of the country, to trends in the development of its areas of activity. And there have been many of them in the past! Suffice it to mention the transition to a two-tier model of setting requirements for products in mandatory technical regulations and voluntary governmental standards, distribution of certification along with the declaration of conformity of products by manufacturers or suppliers. Constant transformations took place in the sphere of ensuring the uniformity of measurements, the most important result of which was the creation practically from scratch of the national standard base, which is by right the property of the country and one of the guarantors of its economic security. Infrastructure of certification bodies and laboratories was purposefully developed to reduce the burden on national producers to carry out tests and measurements abroad, to promote export deliveries, to provide instrumental control of safety and quality of marketed products.
The measure of our decisions has always been a clear understanding of our important role in sustainable economic development and a high degree of responsibility. We have always strived to live up to the trust placed in us by the state and society.
For a decade and a half now, Gosstandart has been responsible for the systematic and effective development of such important areas as energy efficiency and energy conservation, supervision in construction and state expertise of design documentation. And if in the beginning these activities were new and, at first glance, not typical for us, then later life has shown accuracy of decision-making. Energy efficiency of the gross domestic product directly affects the competitiveness of products, environmental and social well-being, and independent control and supervision in construction without regard to industry interests contributes to the improvement of the quality of constructed objects.
Experts from Gosstandart system make a significant contribution to the creation and development of the Unified system of technical regulation of the Eurasian Economic Union (EAEU). Unified requirements for products and procedures for their access to the market of Member States guarantee one of the main benefits of integration: the freedom of movement of goods. At present more than 80% of mutually supplied products are regulated by common requirements.
Most of the documents in the EAEU were developed by the committee's specialists or with their active participation. And we intend to strengthen our potential on the Eurasian platform with new initiatives and proposals.
The Republic of Belarus follows the best traditions of quality and sees in it the success and well-being not only of a particular enterprise, but also of the country's economy as a whole. High quality of domestic products has become a criterion of recognition of our state in the world, an integral component of its brand.
In many respects it became possible due to the fact that the country has maintained a unified and coordinated development of technical regulation, standardization, metrology, conformity assessment and accreditation as the fundamental basis of the national infrastructure of quality.
The vectors of systemic work in this direction, as well as in the sectors are outlined in the program "Quality 2021 – 2025" adopted at the level of the Government. They are closely linked to the program documents of the country's development and Eurasian economic integration.
Operative and systematic work in the field of quality is of archival importance primarily for the diversification of product markets, import substitution, ensuring the trust of new partners.
Looking over the results achieved in the past, we can clearly see the cohesion of the entire Gosstandart system team, a team of professionals and like-minded people. Mutual support and responsibility, creative work and openness to innovation helped us to achieve significant success.
It is gratifying that representatives of industry, science, education, business, and public organizations are joining us in this constant movement forward. Together we bring to every home the safety and quality of products, a careful attitude to natural and fuel and energy resources.
I express my sincere gratitude to all those involved in the activities of Gosstandart, its past, present and future!
First of all, to the veterans who stood at the origins of Gosstandart, those who were the first to come here with an unshakable faith in success and a desire to work hard and constructively, without regard to personal interests.
I would like to express my gratitude to the wise, talented and authoritative leaders of Gosstandart – Valery Nikolaevich Koreshkov, who laid a solid foundation for the Committee's activity, and Viktor Vladimirovich Nazarenko, who led the Committee in deepening of integration processes.
I sincerely thank every employee, and today there are more than 4,000 of us, who work hard to strengthen Gosstandardt's image out of the call of their hearts and vocation.
I also appeal to young people, whose professional path has just begun - with your caring and creative approach, you have every opportunity both for the development of Gosstandart's activities and for personal career growth.
As we draw a line under today's anniversary, we are beginning a new stage in our development. Development in difficult and unpredictable conditions of sanctions pressure on our country.
I am sure that the potential that we have accumulated in all of our competencies will help us respond to these challenges and find new niches for our activities in the interests of the economy and society.
I wish you continuous improvement, inexhaustible energy, creative ideas and projects! Set ambitious goals and be sure to achieve them! Open new horizons of your possibilities!
