Legal rules with regard to classification are establish by the Article 25 “Requirements for national classifiers, the procedure for their development, approval, state registration, verification, revision, amendment, cancelling and application” of the Law of the Republic of Belarus of January 05, 2004 No. 262-3 “On technical regulation and standardization”, by the Decision No. 121 of the Council of Ministers of 13 February 2018.
National classifiers are developed for the main types of technical, economic and social information and are mandatory when creating (forming) the state information systems and state information resources, as well as the interdepartmental information interaction.
Gosstandart carries out the methodological support of the classification work.
The official distribution (provision) of texts of national classifiers and connected information is carried out by:
- Gosstandart;
- The Republican administrative bodies, that approved the national classifier;
- National Center for Legislation and Legal Information;
- National Institute for Standardization (BelGISS);
- government organizations.
The designation of codes on national classifiers relating to the activities of a particular legal or individual entity is carried out by these persons independently, except for the cases established by law.
If a request is made by a legal or an individual entity to determine codes on national classifiers, the Republican administrative body or the state organization provides explanations with information on the methodology and structure of national classifiers.
