Metrology is the science of measurements, methods and means to ensure their unity and ways to achieve the required accuracy.

Ensuring the uniformity of measurements is an activity aimed at achieving and maintaining the uniformity of measurements in accordance with the requirements of the legislation on ensuring the uniformity of measurements, international treaties of the Republic of Belarus, as well as the law of the Eurasian Economic Union.

System for ensuring the uniformity of measurements of the Republic of Belarus is a set of subjects of ensuring the uniformity of measurements, the legislation on ensuring the uniformity of measurements, the National information fund for ensuring the uniformity of measurements, measures on the governmental regulation in the field of ensuring the uniformity of measurements, including the state metrological supervision, as well as works on metrological evaluation.

The main purpose of ensuring the uniformity of measurements in the Republic of Belarus is to protect the rights and legal interests of the State, legal entities, individual entrepreneurs and other physical persons from the effect due to inaccurate and incorrectly performed measurements.

Works on ensuring the uniformity of measurements in the Republic of Belarus are carried out on the basis of the Law of the Republic of Belarus “On ensuring the uniformity of measurements” of 5 September 1995 No 3848-XII (as amended on 11 November 2019 No 254-3, it was put in force on 27 November 2020), Resolutions of the Council of Ministers of the Republic of Belarus and Resolutions of the Gosstandart.

In order to ensure the uniformity of measurements, the Gosstandart has established the state metrological service in the Republic of Belarus.

The state metrological service includes the National Metrological Institute and other legal entities (centers for standardization, metrology and certification) subordinated to and authorized by the Gosstandart to perform tests for type approval of measuring instruments or type approval of the reference material and works on metrological evaluation in the field of legal metrology.

The Gosstandart determined the Republican Unitary Enterprise “Belarusian State Institute of Metrology” as the National Metrological Institute.

National measurement standards form the reference base of the Republic of Belarus. The standards are developed within the framework of the State scientific and technical program “Standards and scientific instruments”.

Metrological evaluation is a set of works performed for the purpose of ensuring the uniformity of measurements, it is one of the main tasks of the state metrological service.

Metrological evaluation includes the following types of works:

  • type approval of the measuring instrument, type approval of the reference material;
  • verification;
  • calibration;
  • metrological examination;
  • approval of measurement techniques (methods);
  • comparison of measurement results.

The National information fund for ensuring the uniformity of measurements includes the following information:

details and sources of official publication of normative legal acts on ensuring the uniformity of measurements, including technical normative legal acts on ensuring the uniformity of measurements that are in force in the Republic of Belarus;

details and sources of official publication of international treaties of the Republic of Belarus and the law of the Eurasian Economic Union in the field of ensuring the uniformity of measurements;

data from the State register of national measurement standards of the Republic of Belarus;

data from the State register of measuring instruments and reference materials of the Republic of Belarus;

data on the approved measurement techniques (methods);

information on the authorized legal entities with the types of metrological evaluation works carried out by them, as well as on other legal entities authorized by the Gosstandart to perform state verification;

information on state verification of measuring instruments;

information on standard reference data;

information on the activities of international and regional metrology organizations, in which the Republic of Belarus takes part;

data on the measurement standards, scales used by organizations of the state metrological service and legal entities authorized to perform state verification;

data on comparisons carried out in the field of legal metrology;

other information in the field of ensuring the uniformity of measurements, which should be provided to subjects of ensuring the uniformity of measurements in accordance with the legislation on ensuring the uniformity of measurements.
