Accreditation

Accreditation is the official recognition by the accreditation body of the competence of a legal entity of the Republic of Belarus or a foreign legal entity for the performance of works on conformity assessment in a specific area of accreditation.
Legal Framework
The legal and organizational bases for accreditation are defined by the following normative legal documents:
- Law of the Republic of Belarus dd. October 24, 2016 No. 437-З "On the conformity assessment with technical requirements and accreditation of conformity assessment bodies" as amended by Law of the Republic of Belarus "On amendments to laws" dd. December 18, 2019;
- Law of the Republic of Belarus dd. October 24, 2016 No. 436-З “On amendments and addendums to Law of the Republic of Belarus “On technical regulation and standardization”;
- Law of the Republic of Belarus "On Ensuring the Uniformity of Measurements" dd. September 5, 1995 No. 3848-XII (as amended on November 11, 2019 No. 254-З);
- Law of the Republic of Belarus dd. July 18, 2011 No. 300-З “On appeals of citizens and legal entities”;
- Decree of the State Committee for Standardization of the Republic of Belarus dd. May 31, 2011 No. 27 “On Approval of the Accreditation Rules” with amendments and addendums No. 39 dd. June 26, 2019, No. 102 dd. December 22, 2020.
According to paragraph 2 of the Accreditation Rules, the functions of the national accreditation body of the Republic of Belarus are performed by the Belarusian State Accreditation Center (BSCA) – the only accreditation body in the country authorized by Gosstandart to assess the competence of conformity assessment bodies.

• Decree of the State Committee for Standardization of the Republic of Belarus dd. May 26, 2017 No. 41 “On approval of the rules for maintaining the register of the national accreditation system of the Republic of Belarus”;
• Decree of the State Committee for Standardization of the Republic of Belarus dd. May 26, 2017 No. 40 “On approval of the regulation on the procedure for attestation of accreditation experts”.
The following provisions are implemented when carrying out accreditation activities:
Of the Treaty on the Eurasian Economic Union (signed in Astana on May 29, 2014) (hereinafter referred to as the Treaty on the EAEU);
Of the Decision of the Council of the Eurasian Economic Commission dd. December 5, 2018 No. 100 “On the Procedure for Inclusion of Accredited Conformity Assessment Bodies (including Certification Bodies, Testing Laboratories (Centers)) in the Unified Register of Conformity Assessment Bodies of the Eurasian Economic Union, as well as its formation and maintenance" taking into account the Decision of the Council of the Eurasian Economic Commission dated May 22, 2023 No. 62 "On Amendments to the Decision of the Council of the Eurasian Economic Commission dated December 5, 2018 No. 100".
Registers of the National accreditation system
In accordance with the article 1.8. and 1.9 of the Law of the Republic of Belarus dd. October 24, 2016 No. 437-З "On the assessment of conformity with technical requirements and accreditation of conformity assessment bodies", the accreditation body forms and maintains the Register of the national accreditation system of the Republic of Belarus and the national part of the Unified Register of conformity assessment bodies of the Eurasian Economic Union:

Export promotion
In order to create conditions for mutual recognition of conformity assessment documents (test reports, etc.) issued by accredited conformity assessment bodies on the territory of the Republic of Belarus, the accreditation body cooperates within the framework of the signed ILAC MRA agreement on mutual recognition of conformity assessment results with the International Organization for laboratory accreditation (ILAC).
