Ivan Kislenka was born in Polotsk in 1977.

He graduated from Polotsk State University in 2000 with a degree in radio engineering, and in 2013, he completed retraining in innovation management at the Academy of Management under the President of the Republic of Belarus.

He started his career in 1999 as a laboratory assistant in the Department of Automation of Production Processes and Programming at the university where he studied. After graduating from university, he worked at Polotsk Dairy Plant, having risen from an electronics engineer to the deputy director general for processing industry.

In 2023-2024, he was a leading state inspector, a chief state inspector of Polotsk department of Vitebsk Regional Inspection of Gosstandart, a deputy director for standardization and quality management of Vitebsk Center for Standardization, Metrology and Certification.

From June 2024 to January 2025, he headed Vitebsk Center for Standardization, Metrology and Certification.

By the Resolution of the Council of Ministers of the Republic of Belarus No. 24 of January 14, 2025, he was appointed as Deputy Chairman of the State Committee for Standardization of the Republic of Belarus.
